If Fannie Mae or Freddie Mac are to become the clearing house for all MBS/CDO and the like, and the Fed is allowed to buy agency MBS, then manupilation of MBS related market will become much easier, same change for the housing market.

Maybe that's the whole point of bringing about this sub-prime mess? so that the government will have a more direct impact on the housing market, and therefore household income, in the future.
