Point 1, I don't know which United States Dr. Chen lives in. The one I used to live in never treats unrealised capital gain as taxable income or disposable income. Even in financial accountings, subsidiaries with controlling interest will only consolidates its profit and losses into its parent company. So the argument that appreciation in public traded shares values increase is part of state revenue is shaky at best. The second flaw of this argument ignores the sheer volume of the SOE shares which means they will never be realised at market value. As per US estate tax code, a steep discount should be apply at their value.

Point 2. Is Dr. Chen AWARE of the item in the government revenue, (4)国有企业计划亏损补贴:这项为负收入,冲减财政收入。 Is he someone who only looks at the current profit and assets and ignore the accumulated losses?

Point 3, Dr Chen obviously views the SOEs as part of the government structure as he thinks their revenue generated is part of Government Revenue. But then he convinently ignores the social functions these SOEs perform for the society as a whole as he obviously didn't count them toward as being part of the expense spent for the wellfare of the people. Thats double standard in my book.

Oh, and someone please educate Dr. Chen about how US and China calculates their GDP differently - I thought it is a common knowledge but evidently, it isn't.

Bottom line, Dr Chen had a conclusion before he went out to collect evidence that suited his argument. Those that don't agree with his points, he ignored.
