The first mention in the historical record of the principles behind hovering and hoverboats was by Swedish scientist Emanuel Swedenborg in 1716. In 1926, the theoretical grounds for motion over an air layer were constructed by Konstantin Eduardovich Tsiolkovskii in 1926-1927[1].

The first Soviet hovercraft was constructed under the supervision of professor Levkov and from 1934 to 1935 was successfully tested over water, snow and ground[2].
