Has does not mean "had".

America had lots of problems before 1901 (progressive movement), before 1934(new deal) and before 1960s(Civil rights movement).

But it gradually corrected itself and gave more protection to average people. I do not see China has this kind of protection of its own citizens. I do not talk about yesterday, I am talking about today's problem.

China's challenge: wealth and progress is not shared among all groups. It is on a way to be another Latin America.
