You are falling right into the trap! All your arguments are based on the assumption that what this guy said is true--which is very stupid assumption to start with.

Following argument of yours only help the westerners, and shows quite some ignorance about the negotiation!

One of the key demands of the developing countries (including China) during COP15 is that developed countries put the emission reduction target on the table, and put into a binding agreement. So, this guy is either 1. lying, which is quite likely as so far he has no one to confirm his statement; 2. only telling part of the truth, China could very well object because German's target was too low.

Please, do some homework before you write.

BTW, most people's reading about Chinese government is very wrong as well. The government is treating climate change very seriously. Yes, the west is the trying to use CC to constrain the growth of China--politics is really ugly; but on the other hand, CC has far more substance than a mere conspiracy theory. There are very good scientists from China (for example, 秦大河） in key positions of IPCC, they do serious work. Chinese government is very serious on 节能减排 because we urgently need to do it for ourselves, not because of international pressure.
