文中把硅谷网络公司在中国的失败归因于百度等跟中国政策制定者的密切联系，或者说，他们本身就是政策制定者。另外同时指出他们高层中很多都有在美国的工作经验。往坏里说，这是告诉硅谷的公司，你们别指望在中国获得公平竞争的机会。
