I am searching for "美国驻海地大使馆在新闻发布会上发表公开声明" on 1月18日. I did not find any comment on Chinese peacekeepers.
US State department has a collection of all Releases on Haiti Earth Quake at this link:

Again, I didn't find any reference to Chinese peacekeepers that you mentioned.
Please provide source, otherwise this is just rumor.
