I think you are right, just different reference point. The data I heard is about:

without CCS, heat to electricity conversion rate: around 40%

with CCS, heat to electricity conversion rate: around 30%

So about 10% decrease in heat to electricity conversion rate;

or 40%->30% decrease, about 1/4 to 1/3 loss of conversion rate.
