The current minister is just a coward: good at acting, but short on detailed preparation and implementation. China had the best cards in hand in early 2008. Now China is sitting on a big volcano: discontent due to high housing price, shaky banking sector for various infrastructure and real estate loans, forthcoming provincial budgetary problem and looming risk of runaway inflation. Domestic concerns CONSTRAIN any aggressive diplomatic moves.
The whole leadership has no gut to confront Vietnam, Japan, ASEAN and US at the same time. Any economic or military warfare, might touch off "bombs" above.
Now Japan knows China is just another 黔之驴.
Finally, China will play chicken FOR SURE. And all your good advices will fall on deaf ears.
