If the value of goods lost does not justify a criminal investigation, you might want to focus on filling the gaps in the inventory control process. In other words, you want to focus on LOSS PREVENTION rather on catching the thieves.

4-eye principle helps to transfer responsibility when products change hands. It actually protects the employees as they could wash their hand off the issues. It also helps to identify when/where/who for a specific inventory loss.

Controlled access could be in the form of keys or access cards or civilance camera. Of course all controlled access could be infiltrated. It's about making stealing difficult and deter majority of the theft.

I hope this helps a little. All warehouses are like Swiss Cheese, and it's the amount of holes you plug up that makes the difference.
