Mechanically, all moving vertical tails and all moving horizontal tails are identical. So the "rip off" problem is non-issue. As I mentioned separately, such large deflection is not used for air combat maneuver, it is used as air brake. The fly-by-wire will limit the angle of deflection during maneuvering flight for all sorts of purposes, mostly for aerodynamic reasons, but also mechanical integrity. Twin tail can do many tricks that a single tail can't. If you are interested, we can talk more. On the other hand, there is no need to be modest about F-22. It is the best manned fighter, bar none, except maybe, just maybe, against J-20, which we have no credible data to compare against so is a moot point right now.
