我的理解是，a)翻译有问题；b)防毒面具不能百分百防止放射性粉尘进入呼吸道造成内辐射。转移到洁净环境后，利用香烟烟雾中的粘性物质将沾染在呼吸道的放射性物质呼出，类似于洗肺。

这个我觉得可信，关键是环境里的放射性浓度要低于体内的，要不然，吸进去的要远远大于呼出来的，就适得其反了。当然如果有条件第一时间做洗肺等治疗就更好了。这个法子估计也就是在切事故那个年代的土法吧。
