pension is a big black hole.

In States, pension money will be collected and put into a separate trust account. All payments are drawn from this trust account--any deficit will be paid through the annual operating gov. budget.

Currently, US has no problem at all: collection is much higher than payments.

China already starts to have pension deficit even in the most prosperous city: Shanghai.

It tells that even with a still relatively young labor force, high contribution rate(8%), very high labor participation rate(china's rate is definitely higher than in Europe or States), the annual collection is NOT enough to cover annual payment!!!

2010年上海地方财政收入2873.6亿元，增长13%，这样的财政收入水平可以说走在了全国城市的前列。--hehe. How about other backward provinces in the west??

Canada: rates differ between Canada pension plan (CPP) and Quebec pension plan (QPP): 4.95%-4.8%.
