省首席部长拒绝了中巴瓜德尔港的决议

省首席部长Nawab Muhammad Aslam Raisani回绝了中巴关于瓜德尔港的交易，说没跟他商量过，所以他对这个交易不满。

联邦国防部长曾披露，中国政府同意了新加坡到期就接手瓜德尔港运营的要求，还披露巴基斯坦政府还请求中国在瓜德尔建立海军基地。

Raisani周六晚上对记者说，他的省府没有参与商议，而且这样的决定加剧了俾路支省的人的sense of deprivation（啥意思？）。

他提到，联邦内阁任命了首席部长(Raisani)作为瓜德尔港运营方的主席，就应当受通知。

他说他从开始就一直在强烈要求，新加坡港口公司事情结束，省政府就能被允许运营这个港口。他说，省政府有权利有能力运营瓜德尔港。

他说他已经给总统扎里达尔和总理吉拉尼谈过几次话，现在他要跟联邦政府谈谈这个问题。他说俾路支省人的sense of deprivation非常强烈。

他说，政府宣布了Aghaz-e-Haqooq-e-Balochistan一揽子计划，但是现在还没有实施，别说NFC奖金跟第18宪法修正案了。

他尖锐地批评联邦政府的政策，说联邦总理把多出来的财政压力转移到了联邦成员，这“完全不公平不正义”。“一方面，联邦政府在许愿结束sense of deprivation，另一方面俾路支省85%的发展机会却被砍掉了”。

Raisani rejects Pakistan China Gawadar Port deal

The Provincial Chief Minister, Nawab Muhammad Aslam Raisani, has rejected the Pakistan-China deal on Gawadar Port saying that he was not consulted, thus he was dissatisfied with the deal.

The federal defence minister had disclosed that the Chinese government had agreed to a request from Pakistan to take over Gawadar Port Operation once the tenure of Singapore Port Authority expired.

He also disclosed that the Pakistan government had also requested China to build a naval base in Gawadar.

Talking to journalists on Saturday night, Nawab Aslam Raisani said that his government was not consulted and with such decisions, the sense of deprivation would increase among the people of Balochistan.

He recalled the decision of the federal cabinet nominating the chief minister (Raisani) as chairman of the Gawadar Port Authority and a notification had been issued in this regard.

He said he had been demanding, from day one, to end the operations of the Singapore Port Authority and the provincial government should be allowed to operate the port. He said that the government is competent and capable to operate the Gawadar Port.

The chief minister said that he had talked to President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani on several occasions and now he would talk to the federal government on the issue. He said that the sense of deprivation was very sharp among the people of Balochistan.

He said the government announced the Aghaz-e-Haqooq-e-Balochistan Package but it was not implemented to this date and not to mention the NFC Award and the 18th Constitutional Amendment.

Sharply attacking the federal policies, the chief minister said that the additional financial burden of the federal ministries had been shifted to the federating units which, he termed “totally unfair and unjust”. “On one hand, the federal government is making promises to end the sense of deprivation and on the other 85 percent development schemes of Balochistan are being slashed,” Raisani told newsmen.
