At this time, African Americans served in the U.S. Navy and U.S. Army but not in the U.S. Marine Corps.

According to a list of "colored men on board USS Maine, February 15, 1898," 30 African Americans were among the 350 personnel on board at the time of the explosion. Of the 260 men who died, 22 were African American. They typically worked in the engine rooms; as firemen, oilers, and coal passers; or as mess attendants and landsmen. However, there were also five African American petty officers, three seamen (experienced sailors), and one ordinary seaman.
