all the current problems all happened before in 1970s.
Therefore, the U.S. federal gov. pushed all private sector DB systems to get insured with a gov. agency called PBGC.
for bankrupt firms, their liabilites will suffer a certain haircut and then be undertaken by the federal PBGC agency.
