--I think China once wanted to play US against Europe to avoid being hijacked by Europeans. US controls CDMA standard and GSM was the European standard then.

Another reason is that US gov. traded Qualcomm access with China's WTO accession. It was part of the deal in late 1990s.

BTW, it does not matter now: Europe has upgraded from GSM to WCDMA with a chunk of patents licensed from the Qualcomm too.

China's TD-CDMA still relies on Qualcomm. Every year, China still needs to pay large amount of license fees to Qualcomm.
