A risky move to use inter-bank lending market for political infight purpose.

1. It shakes confidence in the system, esp., from a non-Chinese perspective. Inter-bank market is the harbinger of any financial crisis (e.g., the 2008 US one and the 2010 European one). Therefore, people judge China's economy based on data from this crucial dark market.

2. The top wants to discipline some people. According to friends in Beijing, it is clearly politically motivated.

But inter-bank rates have impact on ALL kinds of other lending rates in or outside the system. Put in a simple way: it is the top tier of "a pyramid" of rates in the domestic economy. Nobody can fully plan for all the trickle-down effects of this move.
