Copying is not necessary 合理. If it is legal, why not? You don't have to invent the wheel all the times. If you can really learn something from copying, it is learning. If all copying is prohibited, what is the need to study? You should had respect the 知识产权, not touch anything at all.

知识产权 can have different understanding among different countries. No such thing as universal standard. All are negotiated.

Just check India for the pharmaceutic industry. India allows reverse engineering, it does not hornor compound patent, does hornor method patent. Now India pharma R&D way better than China, not far behind US, Japan, and Europe. It can provide all medicine available at a level that Indian can afford. They all started as copying, in their words, reverse engineering.
