美国宪法第二十二条修正案规定没人可以超过两次当选总统（不管是否连任）；另外如果一个人在未被选为总统的情况下在一个任期内当了至少两年的总统，那么他（她）只能当选一次总统。杜鲁门的情况符合第二点，因为他在1945年由于罗斯福去世接任总统，当了几乎整整一任总统（短了82天），所以杜鲁门在1948年连任成功后已不能在1952年参加选举。

第二十二条修正案在1947年被国会通过，1951年2月被正式加入宪法，比1952年11月的选举早了1年零9个月。杜鲁门不参加52年的选举绝对不是在发扬风格，当然由于第二十二条修正案的关系也不能说杜鲁门是主动不参加选举的。

第14位总统Franklin Pierce没有通过党内选举，他被认为是美国历史上最不成功的总统。第15位总统James Buchanan也没有通过党内选举，不过那是南北战争前的特殊时期，民主党内部严重分裂，导致林肯当选。

其他未通过党内选举的都是由副总统接任去世的总统而当的第一任，有第10位John Tyler，第13位Millard Fillmore，第17位Andrew Johnson和第21位Chester Arthur。

主动不寻求连任的有：

第11位总统James Polk，主要是健康原因。他卸任后不到4个月就去世了。

第19位总统Rutherford Hayes。他主张总统不能连任，并且以身作则。但是他的主张没有变成法律。

第30位总统Calvin Coolidge，他自称一任加一年的总统（他当总统的第一年是为了完成他的前任Warren Harding去世后的任期）让他筋疲力尽，不能胜任第二任。

第36位总统LBJ。他接替JFK的任期不到两年，所以他在1964年选举成功后可以选举再次参加选举，但是由于越战和国内原因使得民主党内乱不止，他决定不寻求连任。

Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term.

So Henry Truman can still seek reelection if he had wanted.
