最容易被忽悠的，资本家最喜欢忽悠的就是你这类人嘛。
美联储的体制设置很容易让人混淆。
美联储有十二个地区储备银行，这些地区银行体制的设置确实很像私人机构。这十二个地区储备银行的头和美联储的头都是由美国总统提名国会批准。但是：
名义上私人银行拥有美联储股份，像是股份制，但实质上是会员制。各私人银行和金融机构的出资是按美国法律规定的银行保证金，不论出资多少，只有一票。
法律规定美联储是非营利机构，运作中的收益绝大部分必需上交美国政府，只有不超过6%的收益可以给会员银行/机构分红，相当于支付这些银行保证金的利息。
你可以参考这两个网站，对与宋相关的观点有详细的讨论和资料来源。
《货币战争》的可取之处有三：
1. 提醒国人金融陷阱和金融风暴可以搞垮一个国家。
2. 很多表面上的经济危机有很大人为因素在内。
3. 不要让金融资本掌握国家的货币发行权来盘剥百姓。
《货币战争》的问题：
1. 只强调金融，完全不谈剩余价值和剥削问题是造成经济危机的根本原因。
2. 世界大局都是“中央银行家”们在背后操作，鼓吹阴谋论。但书中举出的例子往往自相矛盾。
3. 鼓吹金本位。问题是这和作者当作正面例子的北美殖民地繁荣模式相互矛盾。
《货币战争》的很多章节来源众多，摘抄不少，但作者似乎没有理顺关系，所以矛盾冲突之处比比皆是。而对金本位的狂热鼓吹基本是美国金币营销商的宣传资料的翻版。

这是因为美国终于成为垄断资本主义的缘故。中央银行的出现对垄断资本有利。垄断资本要求能迅速的调集资金，或利用自己的资金优势来打断对手的资金链。而与其扬汤止沸，不如釜底抽薪。用资金压垮对方，不如让对方得不到资金。
如果中央银行仅仅起宏观调控、代理国库、控制货币投放量等等责任，那么又有什么理由要把一个中央银行变为一个私有企业呢？而且这个私有企业还是要赚钱的？
唯一的理由就是有人想要通过这种手段来垄断，甚至进一步控制国家罢了。金融是现代国家的经济枢纽。控制的中央银行，也就是控制了国家的钱袋子。
从时间上看，美联储成立与垄断资本主义形成的时期相吻合，相互之间应有关联。
另外，我不认为美联储是个私有企业，对它的建立，结构与运作都有专门的法律。我不知道还有哪个私有企业，美国国会会专门立法。与美联储相关的法律明确规定它是个非营利机构，它赚的钱需上交美国财政部。
美联储制度最大的缺陷是缺乏监管机制和审计机制，这让私人金融机构和垄断资本钻了空子，已经是尾大不掉了。这可能是美国最大的罩门。进一步研究这个第四权力应该对中国是很有用的。
世界上已经没有纯粹的”自由“或”市场“资本主义了。严格讲一旦出现股市，资本主义就不再带有纯私人的色彩了。
美联储是一个政府部门内部的独立实体。从美联储服从于包括《信息自由法》(Freedom of Information Act)和《隐私法》(Privacy Act)在内的覆盖联邦机构而不是私营公司的法律就可以证明其是一个政府机构。
以前公众一直以为只有总统和国会传票才有权迫使FED公开其操作细节，而一般民众无权过问FED事务，使得FED看上去似乎是个私人机构。而最近Bloomberg通讯社使用《信息自由法》在最高法院打赢官司，迫使FED公开了其在2007-2009年的救助银行细节，人们才发现FED使用了7.7万亿美元救市。
这次最高法院对FED和清算银行的判例也证明了FED是个政府机构，成为以后类似要求FED透明化的法律依据。
说实话，作者的态度比第一本要认真不少，学究气多了起来，但是还有一种大杂烩的感觉。切入正题：
宋的观点有这么几个：经济重点从出口变内需，金融要创新，农业要重新腾飞，亚元等等。这里面金融是最重要的，不过有些想法，让我想起了前任朱相的一些“乾坤大挪移”手段，比如房地产泡沫破灭------政府去抄底（我汗）--------再廉租给低收入人群（怀疑）----------房地产复苏--------银行解套（大汗），这跟当年打包国企上市解套也太像了吧？？？
后面还有人民币做成外汇公债、创造就业汇票、国家创新债这些，思路上可以讨论，实际上希望科学操作，真心希望不是华尔街听来的兵法。
书中有几个小错，比如引用名言的时候，把两个罗斯福搞错了等等；对日本的讨论嘎然而止，让人觉着不给力。这些都是小问题。不过这书老是有点到即止的意思，说的快入港了又突然散场，难道宋先生自己也是疑惑未解？嘿嘿，嘿嘿。
