Europeans/Americans' answer: independent legal system, social security program, employer-sponsored pension and medical insurance, free union, collective bargaining, and transfer of wealth from rich to poor.

Those institutional innovations established a 60-year peace in the civilized world.

Actually, even in ancient Rome, there is an institution called "tribune" whose only duty was to protect the economic interests of average Joes. This institution helped to balance the power of the senate and average citizens.

In some sense, China lacked Europe for 2,000 years here...
