It's a battle preparation theme of the russian army. Look at this, The 1812 Overture of Peter Tchaikovsky especially the slide "3. Russian army prepares".

– Horn fanfare represents Russian military and

its preparation

– Violin theme on top of the fanfare

– Repetition 4 times of a question: are we ready?

I thinks it precisely refers to the theme beginning at 4:10 of your video part 1, about which you quoted

马赛曲在这首作品中出现两次。第一次是4分10秒时开始的,经过开始音乐的平缓和随后的紧张气氛,是全曲中第一次亮点。接着是马赛曲的变奏,很快就结束了。

But I acknowledge that I also took this as a variation of french anthem for years. How comes they are so similar !? I guess all European army music are alike in some way. For example, the "Light Cavalry March" by Suppe.
