American firms outsource manufacturing to China because labor cost savings more than offset the additional transportation (sea, domestic highway), financial or customs costs.

Obama wants de-globalization in his heart to bring jobs back to his American constituents. But he could not promote such policy publicly or change the profit-maximization incentives of large US firms. So the only way to do is to artificially push up globalization-related costs to make it more economic to manufacture in States.
