Usually a republic with elite families competing for and contributing to the central gov. positions are the most stable gov. which can allow for certain level of internal competition as well as national solidarity.
If that Republic can coexist with certain form of democratic system through which plesbians can still elect some of their elites into the central leadership, then those nations are the strongest ones in the world.
Athenian democracy is a disastrous joke, based on recent historical research results. Mobs can not be trusted with the burden of managing a nation: they are as emotional as most ladies.
