显然，这四句话是在陈述G20会议上的讨论，用过去时，确实不代表G20声明“谴责”俄罗斯，但从俄罗斯的角度看，最好是提都不提，不过那样的话，大概西方国家就宁可不发声明了，现在的结果应该是双方的妥协。属于正式声明的句子都用现在时：

等等，包括转述的联大决议（"deplores"）。
