译文：民众不怕死，又怎能用死来威胁他们呢？如果民众一贯都怕死，那么对胆敢胡作非为、逆天行事的人我抓来杀掉，还有谁敢妄动呢？就算民众一贯都怕死，那也应该由专司诛杀的人去杀。代替专司诛杀的人去杀，就象代替高明的木匠去砍伐一样。而代替高明的木匠去砍伐，很少有人不会伤到手的。
出现暴乱就是一般老百姓已经不怕死了，这时再精良的武器去杀人有什么用？
