2. Second generation leaders were technical bureaucrats with no belief. They started the corruption.
3. Third generation leaders: did not do anything to block the widespread corruption. Social and economic problems started to accumulate.
The communist party was hijacked by various interests groups in each branch of government...Corruption spreads like virus. THEN IT BECOMES SYSTEMATIC.
